Considering scale within optimization procedures for water management decisions: Balancing environmental flows and human needs

A key issue in optimization model development is the selection of spatial and temporal scale representing system. This study proposes a framework for reasoning about this context, drawing on review studies applying multi-objective water management involving environmental flows. We suggest that determined by problem, constrained data availability, computational, capabilities. There therefore an inherent trade-off between problem perception available modelling capability, which can either be resolved obtaining needed or tailoring analysis to available. In interest fostering transparency process, paper outlines phases development, associated decisions, options, implications each decision. The phase collects system information objectives, limiting conditions, options. formulation uses data, information, methods structure behaviour.
